Arkutun-Dagi Project 

The main project conducted by WorleyParsons Sakhneftegaz Engineering in recent years was Arkutun - Dagi platform for “Sakhalin- 1” project, performed under the Agreement with “Exxon Neftegaz Limited” for provision of engineering, design, procurement and technical support services for the construction of topsides of the offshore stationary platform Arkutun-Dagi.
The scope was as follows:
•   FEED optimization;
•   Detailed Design;
•   Regulatory Activity;
•   Development of PSTS;
•   Full scale Russian “Proekt” document integration encompassing Topside Facilities, GBS, Offshore and Onshore Pipelines, OPF;
•   Client’s engineering support during Integrated “Proekt” concurrence process;
•   Procurement support;
•   Detailed Design;
•   Client’s Engineering Support at Project different milestones, like:
•   EPCI selection process;
•   Topsides Fabrication process; Haulage and Flow•  out; Installation;
•   Pre- commissioning and Commissioning;
•   Other Engineering Support Services for the Client.

WorleyParsons Sakhneftegaz Engineering organized its own project team for the project (more than 40 people) and additionally the company performed management function in respect of the Russian and foreign Subcontractors and Vendors (more than 20 Russian and 200 foreign companies).
Engineering activities
WorleyParsons Sakhneftegaz Engineering carried out the execution of the engineering services in total amount of USD 750m, including the engagement of great number of subcontractors, both foreign service providers and Russian design institutes. The project was designed in 3D model, by applying the most modern technologies and tools. SNE’s specialists ensured design supervision and coordination of the major topsides parts during the fabrication process at vendor’s facility and testing and commissioning.
Procurement activities
  As the contract holder and primary contractor, WorleyParsons Sakhneftegaz Engineering carried out contracts on procurement of technical equipment in the amount of USD 750m.
Procurement scope of work envisaged equipment procurement including:
Complex production equipment, including: drilling facility for 45 wells, oil and gas treatment plant, gas turbine generator, high and low pressure compressor, air conditioning and ventilation system and equipment, conditioning self- unit and etc.;
Spare parts for commissioning and 2- year operation;
 Logistic services with freight and forwarding subcontractors to the facility in Korea for assembling as a part of the platform; Custom clearance.
 WorleyParsons Sakhneftegaz Engineering developed and agrees with the client:
•   Unified contracts’ templates , including procurement contracts and purchase orders from Russian and foreign vendors for the equipment, delivered in the Russian Federation and out;
•   Templates for each procurement stage;
•   Invoicing and payment procedures.
 Furthermore WorleyParsons Sakhneftegaz Engineering signed more than 240 international procurement contracts. The list of the vendors includes major equipment manufactures for the oil industry, and other manufactures, the equipment of which greatly comply with the requirements of the Project.
WorleyParsons Sakhneftegaz Engineering obtained more than 1000 certificates confirming the safety of the procured equipment and materials and their compliance with Russian HSE requirements, sanitary and epidemiological surveillance requirements (GOST -  P, the RF technical regulations and technical standards for industrial and equipment safety, Rostekhnadzor permit to use and etc.) in order to confirm the equipment compliance to the RF legal safety requirements, and also for the custom clearance.
Commissioning work
  The Arkutun- Dagi platform successfully passed commissioning and was brought into operation. The first production well was completed with drilling; site oil production successfully started at the beginning of 2015.
